The moment Bruno was hired by Valve, he could no longer do any events or panels, because that's Valve's policy. They leave that stuff for people who are independent of Valve.
It's clear that Bruno enjoyed doing those things, and I remember him saying that it was a pity he wasn't going to be able to do it anymore.
So, if Bruno was Icefrog, that means the whole 'being hired by Valve' thing would be a ruse, since he would've already been in Valve's employ for several years.
